Alright, here are the steps to get the effect that you see above!
1. Open the picture you'll be useing and go to "Layers >> Duplicate".
2. Now go to "Adjust >> Blur >> Gaussian Blur". Set the Radius to .75 and press "OK".
3. Now set this layer to Screen with and opacity of 42.
4. Next, go to Layers >> New Adjustment Layer >> Color Balance.
The settings should be:
5. Merge your layers. Then duplicate. Go to Effects >> Image Effects >> Seamless Tiling.
Mess around with the settings.
6. Next, set the duplicated layer to screen. Ta-da! You're done! :) Don't forget to merge!
