Alright, here are the steps to get the effect that you see above!
Step 1: Open the picture you'll be useing and go to "Layers >> Duplicate".
Step 2: Now go to "Adjust >> Blur >> Gaussian Blur". Set the Radius to 2 and press "OK".
Step 3: Now set this layer to Screen, and there you have it!
You should have an image that looks like the "after" image at the top of the page!
