Step 1: Open up the picture you would like to dodge and click Layers>> New Raster Layer. A box should pop up that looks like this:

Make sure the blend mose is set to Dodge and the opacity is set to 35.

Step 2: Now go to the paint bucket and fill the entire layer with the color #F5CBF5.
