After:
Step 1: Open up the image that you wish to add grunge dots to. When it is opened go to Image>> Decrease Color Depth>> 2 Colors (1 Bit). A box should pop up like the one below:
Make the settings like mine and click ok.
Step 2: Now right click on your image and click copy. Then press Control + Z , now right click again and press paste as new layer.
Step 3: Now go to Layers>> Properties and set the opacity to 35.
There you go! That's all you need to do to make Grunge Dots.
