
1. First off, create a new canvas with the dimensions 1024x500.
2. Fill your canvas with a neutral color. I suggest a shade of grey (#C0C0C0).
3. Now it's time to start creating our background. Take the brush below (Made By: Swimchick), and use this brush on the background as much as you think is necassary. Remember not to go overboard because we'll be adding more in future steps.

4. Now take the brush below (I'm not sure where I found this brush. If you know, please let me know so I can add it here!) and use it as much as you think is necassary on the canvas. Try to keep everything close to the left so that when you code the layout, your DIV layers or Frames can fit.

5. Now go back to your first brush and go over the background with it again. Your background should now look something like this:

6. Now, to finish off our background, pick a starry brush (you're bound to have some of those) and use it on the background (I suggest useing white, #FFFFFF). Here's what my final background looked like:

7. Now it's time to move onto our featured celebrity! I picked the picture below of Hilary Duff! Click on the thumbnail to view it full size so you can use it if you'd like!

8. Now take your image and add whatever effect to it as you'd like. I just sharpened, duplicated the base and set it to screen at 75%, and added the purple to the image as a soft light layer. Here was what it came out looking like:

9. Now cut the image out as a PSD.
10. When you've cut the PSD, open a new canvas and fill it with the color white. Copy your PSD and go to the canvas you just made, right click and select "Paste as New Selection". Now your PSD should be on the new canvas and should be selected as well.
11. Go to Selections >> Modify >> Expand and set the pixel ammount to 2. Click Ok.
12. Now right click and CUT the image out of that canvas.
13. Now create a new canvas again and fill it with the color #404040. Paste the PSD with the white border onto this canvas by right clicking the canvas and selecting "Paste as New Selection".
14. Now go to Selections >> Modify >> Expand and set the pixel amount to 1. Click Ok.

15. Now, copy your finished PSD and paste it onto your background that you made earlier. Position it over the background until it looks perfect! And there you go! You should get something like below!
