After:
Step 2: Go to "Image >> Add Borders", and a box like this should pop up.
Make sure that "Symmetric" is checked.
Step 3: Change all the size boxes to "1 px", and the change the color to "404040", and click "ok". A small black border should be around the picture now.
Step 4: Go to "Image >> Add Borders" again, and this time, change all the size boxes to "4 px". Change the color to "FFFFFF", and press "ok". Now a thick white border should be around the thin black one you made earlier.
Step 5: Go to "Image >> Add Borders" one more time and repeat "Step 3".
